at shutdown I get the follwoing error:

Disabling ondemand cpu frequency scaling: grsec: denied modification of module state by /sbin/modprobe[modprobe:4378] uid/euid:0/0 gid/egid:0/0, parent /etc/rc.d/init.d/cpuspeed[K99cpuspeed:4367] uid/euid:0/0 gid/egid:0/0
FATAL: Error removing cpufreq_ondemand (/lib/modules/2.6.29.6-1.art.x86_64/kernel/drivers/cpufreq/cpufreq_ondemand.ko): Operation not permitted

How to solve this?
What can I provide besides that to make diagnose easier?

You can ignore this. This means the kernel can't remove/add modules - which is exactly what you always want. Not removing the module won't hurt anything on reboot or shutdown.

You'd have to enable kernel module loading at boot time. By default we turn that off as sort of a last line of defence against kernel module root kits.

Would it make sense to just disable cpuspeed on a server anyway?

I would, I'm not aware of any use for this on anything other than a laptop.

Plus, the new cpus that automatically overclock themselves do so automatically and dont need a daemon.
