How can I disable outgoing scanning from qmail-scanner.

I just want incoming emails to be scanned and not emails sent out from the server or by clients using the smtp server.

This is to disable AV and spamassassin.

I've looked around and people have mentioned the tcp.smtp file rules.

However we are using qmail and plesk and don't have a tcp.smtp file

Can and environment variable be set in /etc/xinetd.d/smtp_psa and /etc/xinetd.d/smtps_psa instead.

I dont know for sure, I thought it didnt get localhost by default. Closest thing Ive got is this wiki page on enabling it for localhost:
